MANILA -- (UPDATE) Speaker Gloria Macapagal-Arroyo said Tuesday the House of Representatives would not discuss the substance of draft revisions to the 1987 Constitution.

"We’ll waste time. We have to immediately ask them to help convince the Senate...No committee hearings on the substance. We leave that for the constituent assembly," Arroyo told Leyte Rep. Vicente Veloso, the chairman of the House Committee Constitutional Amendments.

Arroyo also filed on Tuesday a resolution to formalize her position that the House and the Senate should vote separately in a constituent assembly.

Arroyo cited the passage of the Bangsamoro Organic Law as an example of how the chambers may work. In the House, 3 committees worked on the proposed law, but they voted separately to approve.
