Albayalde orders relief of QC station commander in wake of Argoncillo killing

MANILA—Philippine National Police chief Director General Oscar Albayalde has ordered relieving the Station 4 commander of the Quezon City Police District following the death of a 22-year-old man inside the police station.

Albayalde has ordered Supt. Carlito Grijaldo to be relieved of his post pending investigation of the incident involving Genesis Argoncillo, who was allegedly beaten to death while in police custody.

Albayalde also instructed National Capital Regional Police Office head Chief Supt. Guillermo Eleazar to investigate Police Chief Supt. Joselito Esquivel, district director of Quezon City Police, whether he has any knowledge of the autopsy findings.

Albayalde said it is up to Eleazar to decide whether to relieve Esquivel from his post.

Earlier, the jailer on duty during Argoncillo's detention was also relieved, Eleazar said on Thursday.

"Ni-relieve na po natin 'yung jail guard na duty po nu'ng araw na 'yun dahil kung sakali mang lumabas sa official investigation na talagang may nangyaring bugbugan, dapat po responsibility niya na hindi nangyari yan," Eleazar told radio DZMM.

(We have relieved the jail guard on duty that day. If the official investigation shows that there was a commotion, it is his responsibility not to let that happen.)

Argoncillo, who was arrested in an anti-loitering campaign in Novaliches last Friday, was detained at QC Police Station 4.

He was rushed to a hospital after he complained of shortness of breath and was declared dead on arrival, according to the Quezon City Police District.

Argoncillo's family said they found his lifeless body in a morgue, swollen and allegedly bearing marks of beating.

Eleazar, meanwhile, vowed that the police will not tolerate human rights abuse.

"Hindi po namin ia-allow or ito-tolerate any abuses. At kung meron pong ating mga kababayan na may nalaman, naobserbahan na abuse ng mga authorities natin, ito po ay ipagbigay-alam samin dahil hindi po kami naghehesitate na bigyang leksiyon ang aming mga kasamahan," he said.

(We will not allow or tolerate any abuses. If our citizens know or observe any abuse of our authorities, let us know because we will not hesitate to lecture our comrades.)
