BBL draft to be submitted to Duterte this month: BTC

DAVAO CITY – The Bangsamoro Transition Commission (BTC) on Sunday said it will submit a draft of the Bangsamoro Basic Law (BBL) to President Duterte within the next two weeks before submitting it to Congress.

"Halos patapos na ang pagsulat ng Bangsamoro Transition Commission sa BBL na magiging batas ng Bangsamoro government," BTC chairman Ghadzali Jaafar said.

However, they did not provide details on the provisions of the BBL.

Jaafar added that they are willing to work with the Moro National Liberation Front, following reports that the MNLF plans to submit its own BBL draft to the President.

The BTC has also tapped the Bangsamoro Development Agency to lead relief operations in Marawi.

The commission said that last May 29, it met with Pres. Duterte about the establishment of peace corridors that will facilitate relief operations.

"They have started their work on the ground. At least we have opened so many opportunities to send relief goods and to those who are still trapped in the conflict zones," BTC Commissioner Mohagher Iqbal said.

The BTC also pleaded with the captors of Father Chito Suganob to release him immediately.

"We are appealing to them sa ngalan ng kapayapaan i-release na siya. Pakawalan na siya. Sapagkat siya po ay pari. Siya po ay religious leader. Kahit noong panahon ng prophet Mohammad he respected the leaders belonging to the people of book. Nanawagan kami sa kung sino man ang humawak sa kanya, palayain na siya sa lalong madaling panahon,” Jaafar said.

When asked about the resignation of Samira Gutoc-Tomawis as a BTC Commissioner due to Duterte’s rape remark on martial law, Jaafar said he cannot decide on Tomawis's resignation.

"Nagresign siya ayon sa kanya. Pinapaliwanag na mag-resign through text. Hindi ko pwedeng sagutin iyun in finality. Nag-appoint sa amin ang Pangulo. Ang pangulo lamang natin ang makakadesisyon nyan. Wala pa rin akong alam na final decision,” he said.
