MANILA - Thousands of human rights victims during the Martial Law era will be receiving monetary reparation on Friday from the P10 billion Swiss bank deposits recovered from the Marcoses.

Lina Sarmiento, head of the Human Rights Victims' Claims Board (HRVCB), said only 14% of the total 75,749 claimants will receive reparation because the rest failed to prove that they were victims of gross human rights violations.

"The law says 'gross human rights violations'. So the claimants might have felt violated. But under the law, the violations are not considered gross. That's one reason for the denial," she told ANC Thursday.

The monetary reparation for the Martial Law victims will come from the P10 billion Swiss bank deposits recovered from the Marcoses. Interest from this amount will be used to put up a museum.

The deadline for the claims board to distribute the remaining money to the last batch of claimants is May 12. But the board said it will begin transferring funds tomorrow.

"Hopefully we will be able to transfer all the funds to their accounts by tomorrow. We requested the claimants to submit their savings transactions information," Sarmiento said.

The highest compensation to be given is P12.374 million, representing 7 claimants who are members of one family. Funds that will not be claimed will go to the national treasury.
