MANILA – Sandiganbayan has ordered the arrest of former Philippine National Police (PNP) chief Alan Purisima and his co-accused in the case involving the allegedly anomalous courier service contract in 2011.

The anti-graft court's Sixth Division issued a warrant of arrest for Purisima and his co-accused, Napoleon Estilles, Gil Meneses, Allan Parreño, Melchor Reyes, and Ford Tuazon.

Also ordered arrested by the Sandiganbayan were WERFAST Documentation Agency incorporators Mario Juan, Salud Bautista, Enrique Valerio, Lorna Perena, and Juliana Pasia.

Bautista, one of those being investigated in the stolen $81-million Bangladesh Bank fund, is among the accused in the case after her company, Philrem, had a joint venture with CMIT Consultancy Group Inc. and WERFAST.

The case stemmed from the allegedly anomalous contract of PNP with WERFAST, giving the company an unwarranted benefit to set up an online system for firearms license application and delivery.

But the company still took the services of LBC for the delivery of the license, collecting P190.00 for deliveries within Metro Manila and P290 for outside of Metro Manila, although other courier service providers only charge P90.00 for deliveries within Metro Manila.

Ombudsman investigation showed that PNP engaged the services of WERFAST in May 2011, although it "had no corporate existence" at that time. No public bidding was also conducted, and the memorandum of agreement was entered into despite the company's lack of track record as a courier service.
