Ombudsman: Charges vs Binay to be filed 'after June 30'

MANILA – Ombudsman Conchita Carpio Morales on Thursday said charges will be filed against Vice President Jejomar Binay after he steps down and loses his immunity from suit.

In a press conference, Morales noted that her office already found probable cause to charge Binay with graft, malversation of public funds, and falsification.

Morales said to file the charges against Binay after he steps down is ''the logical step that follows."

Asked when her office will file the case, she said: ''July 1 comes after June 30. July 10 comes after June 30."

In three separate joint orders approved Wednesday, Ombudsman Conchita Carpio-Morales affirmed the finding of probable cause that Binay and his co-accused were involved in the allegedly anomalous bidding and construction of the P2.28 billion-Makati City Hall Building II.

The Ombudsman said Binay manipulated the bidding process to ensure the award of the project to Hilmarc's Construction Company and MANA Architecture and Design Company. A total of P11,974,900 was paid for the design and architectural services of MANA, and P2,276,675,819 for the construction services of Hilmarc's.

The Ombudsman said construction of the parking building began even without approved design standards, contract plans, cost estimates, detailed engineering and programs of work.

The Makati car park project was completed in five phases and one design phase, spanning through the terms of Binay and his son Junjun as mayors.

Morales said the plunder complaint against Binay is still under investigation.
