Comelec to appeal SC decision on ballot receipts

MANILA - The Commission on Elections (Comelec) will seek a reconsideration of the Supreme Court's order for them to enable the issuance of receipts by the vote counting machines for ballots cast on election day.

This, after the poll body held a meeting with stakeholders so its project management office can plot out what to do next after the ruling of the high court. The meeting at the Comelec warehouse in Sta. Rosa, Laguna was attended by Comelec Chairman Andres Bautista and five other commissioners.

"Right now siguro masasabi ko siyempre we have embarked on a parallel track. On the one hand, tinitingnan natin kung ano yung ginagawa para maipatupad itong direktiba ng Korte Suprema. Titingnan pa natin kung ano magiging consequences or implications kung ipapatupad natin 'yung voter receipt,'' Bautista told reporters.

Bautista said he has spoken to Solicitor General Florin Hilbay concerning the appeal.

"Nag-usap rin kami ni Solicitor General Hilbay at kumbaga sabi ko ang direksyon ay maghahain kami ng motion for reconsideration sa naging desisyson sa lalong madaling panahon,'' he said.

He said the poll body is bent on doing a demonstration before the SC justices to show how the printing of the ballot receipts will trigger a logistical nightmare.

''Siguro nga ang gusto namin ay mabigyan ng pagkakataon na mai-demo yung makina sa Korte Suprema . Makita rin ng ating mga justices mismo kung paano siya tumatakbo at ano yung mga features at ano ba yung aming mga rason kung bakit sa aming palagay 'di kakayanin or talagang ma-outweigh yung advantage vs disadvantage yung pag imprenta ng resibo," he said.

Bautista maintained that enabling the issuance of receipts now has more disadvantages than advantages.

"We've always believed, nakita niyo naman yung aming resolution, na tinimbang namin yung advantages at disadvantages. Sa aming palagay, given the current electoral system we have right now, mas maraming disadvantages kaysa advantage sa pag-iimprenta ng resibo,'' he said.

Bautista said the Comelec en banc will hold a session to vote on the poll body's next move following the SC decision.

The Comelec chief maintained they are looking at the SC ruling's impact on the preparations for the elections, on the election day itself, as well as the start of the overseas voting a month from now.

"Ngayong umaga 6 miyembro ng Comelec en banc ay pumunta dito sa Sta. Rosa sa ating warehouse para nga makipagpulong sa ating supplier Smartmatic at ang senior staff ng Comelec at iba pang miyembro ng Project Management Office para malaman kung ano ang magiging imapct ng direktiba ng Korte Suprema na mag-imprenta tayo ng isang voter receipt,'' he said.

''Specifically tinitignan natin yung impact sa timetable para sa ating halalan, impact sa overseas voting at impact sa araw ng halalan mismo. Basically tinitingnan natin kung paano ito makakaantala at paano ito makakagulo ng proses sa araw ng halalan.

''Today was a day for fact-finding; to make sure we knew the opinions and expert advice of our supplier so that we can make an informed decision moving forward kung ano dapat gawin."
