Duterte Cabinet a 'team of rivals': analyst

MANILA - Presumptive President Rodrigo Duterte appears to have picked a "team of rivals" for his Cabinet, a political analyst observed Monday.

De La Salle University professor Richard Heydarian pointed out that the top officials of the incoming administration came from varied backgrounds.

"It's a curious mix, a 'team of rivals' from various persuasions and backgrounds. I think, despite the criticism, it's fine that he has some 'old boys club' element because he has to signal stability, experience and predictability to jittery markets," he explained.

Among those being eyed for top government posts so far include names linked to the Ramos and Arroyo administrations, the family of business tycoon Manny Villar and even the Communist Party of the Philippines.

Heydarian said the Leftists in Duterte's Cabinet can"help with enduring inclusive development by helping in land reform, employment generation and protection of indigenous community from mining interests."

He also believes that the former members of the Arroyo Cabinet like Jesus Dureza, Gilbert Teodoro and Silvestre Bello III also bring experience and predictability to the table.

"These guys are also well established in their fields and can help with improving the national security landscape," he said.

However, Heydarian said that it is important for Duterte to offer top government posts to women and youth, in order to "have a balanced pluralistic Cabinet."

University of the Philippines-based political analyst Ranjit Rye, meanwhile, wants to see an actual selection process for picking names for sensitive posts.

"A process should be followed that will privilege integrity, capacity, competence and character. His team should start linking up with the academic institutions such as UP and civil society organizations for inputs and assistance to draw up the incoming government roadmap to development and governance reform," he said.

Rye added that while the process of choosing Cabinet members is both a managerial and political process, he hopes that the incoming administration "will realize their promise to hire people also on the basis of merit and fitness."

Just the same, he also expressed confidence that the incoming 16th Philippine President can handle the transition well.

"On the whole, I am optimistic that the incoming government will be able to manage the transition process."
