How will Binay cut income taxes? Spokesman explains

LA UNION - Like many politicians during elections, Vice President Jejomar Binay has been making a lot of promises to secure votes on election day. In his latest TV ad, Binay promised to remove income tax for those who earn 30,000 pesos or less every month.

Bureau of Internal Revenue Commissionner Kim Henares and House ways and means committee chair Miro Quimbo said passing the proposal would mean revenue loss for the government.

"It would mean that almost 9 out of ten current taxpayers will no longer be paying. It will cut in half the amount collected from individual taxpayers to the extent of P115 billion. Which government programs will be stopped?" said Quimbo in a text message.

"I believe Congressman Quimbo gave a figure already, P113.4 billion," added Henares.

Binay's spokesman for political affairs Rico Quicho told local media that removing income tax can be offset by an end to smuggling operations in the country.

"Ang sinasasabi nga po natin, sa pamumuno po ni Vice President Binay eh tatanggalin po natin yung income tax sa mga nagtatrabaho at tumatanggap ng suweldo na P30,000 and below. Bakit ko nabanggit yan? Kasi malaking programa po ni VP Binay," he said.

"Ngayon, paano sinasagot yung tanong ng mga hog raisers na sa smuggling? Sapagkat ang sinasabi nga po ni VP Binay yung mawawala na income sa pamahalaan dahil tatanggalin ho buwis na yan, maaari makuha yan kung hihigpitan natin yung smuggling, kung lalabanan at tatapusin natin yung smuggling so magiging prayoridad kay VP Binay yan. Diyan po dapat manggagaling yung revenue ng pamahalaan.

"Makakaasa po kayo imo-modernize natin yung Customs. Magkakaroon ng masusing pangungulekta at titiyakin po na ito ay tutukan ni VP Binay. Sa kanya, kakayahan sa kanyang executive leadership at ability tutukan niya at bibigyan po ng pansin."

Binay continued his sortie in Region 1 today in La Union. He was expected to end the day in Ilocos Sur.
