MANILA - There is no excuse for the use of a government vehicle for the campaign of any candidate, Malacañang said Friday.

"We're glad that citizens were vigilant. There is no excuse for the use by the local government of their vehicle by any supporter for any candidate," presidential spokesman Edwin Lacierda said in a text message to reporters.

Lacierda issued the statement after a photo showing a vehicle with red license plate carrying campaign materials for Liberal Party (LP) standard bearer Mar Roxas circulated online.

Team Daang Matuwid spokesman, Barry Gutierrez meanwhile said they did not authorize the use of government vehicle for Roxas' campaign.

"The Daang Matuwid coalition has not authorized, and will not condone such practice. We are currently looking into this matter to get the full story, and we will take the appropriate action once all the facts are in hand," Gutierrez said.

Gutierrez also reminded their supporters to "strictly comply with campaign rules and regulations."

The controversial photo, posted on the Facebook page of Citizens Against Crime, Poverty and Corruption (CACPC), shows a black Toyota Hilux with plate number SKD 417 carrying tarpaulins that bear the name of Roxas and the words Daang Matuwid.

The photo, as of writing, has already garnered over 18,000 shares.

The same photo was also posted on the Facebook page of Cebu Flash Report. Some netizens commented that the vehicle belongs to the Cebu Capitol.

Cebu Governor Hilario Davide, however, denied the claims. He said they had the plate number checked at the Land Transportation Office (LTO), and they found out that the vehicle is registered to the province of Zamboanga Sibugay.

The Omnibus Election Code states that that the use of "public funds, money deposited in trust, equipment, facilities owned or controlled by government for an election campaign" is prohibited.
