What to expect from 'terror alert level 3'

Philippine National Police Chief Director General Ronald "Bato" Dela Rosa announced Thursday that the entire country has been placed under terror alert level 3 following the foiled bomb attack on Roxas Boulevard in Manila.

Here are some things to expect during the increased alert level:

1. More checkpoints

After President Rodrigo Duterte ordered the dismantling of all checkpoints, National Capital Region Police Office Chief, Chief Superintendent Oscar Albayalde said checkpoints have been activated again under the directive of Dela Rosa. He said more checkpoints can be expected in Metro Manila particularly in malls and bus terminals.

2. "Oplan Sita"

Oplan Sita includes unannounced and random searches, usually conducted on motorists while tracking down suspects in recent crimes. Albayalde earlier said that Oplan Sita will run 24/7.

3. Raids on suspected terrorist lairs

The PNP chief also mentioned raids by security forces on suspected terrorist lairs and personalities.

On Wednesday, Albayalde revealed that intelligence units have monitored movement among terrorists but "there is no actual information yet that they are here in Metro Manila."

ALERT LEVEL SYSTEM

In 2013, PNP adopted a 3-level defense system which consists of intelligence, target-hardening or increasing security at vital installations and establishments, and incident management.

Terror level 3 has previously been declared in Metro Manila after the 2000 Rizal Day bombing of the LRT Line 1, according to Albayalde.

He said the alert level should not alarm the public as it was only declared as a preventive measure against likely attacks by terrorist groups.

The 2013 Revised PNP Operational Procedures manual provides that during bombing attacks and explosions perpetrated by terrorists, the Inter-Agency Protocol on Explosives and Related Incidents investigation among the PNP, military, National Bureau on Investigation, and Philippine Coast Guard shall be strictly followed.

The manual also provides different crisis levels in assessing situations:

1. Municipal/City

Under this level, local PNP and Crisis Management Committee are in control of the situation and appropriate resources are available and capable at the municipal or city level.

2. Provincial

Local PNP at the municipal or city level are unable to resolve the crisis within their capabilities. It occurs when an incident affects two or more municipalities within the same province.

Situation under this level requires employment of security forces and utilization of resources of the provincial level organizations and beyond.

3. Regional

This crisis level requires employment of security forces and utilization of resources of the Regional level organizations and beyond.

Incidents under this level involve foreign nationals, either perpetrators or victims; and when the crisis affects peace process, national tourism industry and other major industries.

4. National

The national crisis level on the other hand is an incident that
affects two or more regions.

It is deemed as the highest terrorist threat level involving mass casualty attacks and where national issues are at stake such as food, water, energy, security, critical transportation and communication structure, and environment are threatened.

Dela Rosa however did not classify under which crisis level of the PNP manual does terror alert level 3 fall.
