MANILA - A proposal to auction off available radio frequencies as a strategy for selecting the third major telecommunications player may not be the best way forward, a civil society group batting for better internet access said on Wednesday.

As the Department of Finance and the Department (DOF) of Information and Communications Technology (DICT) push for different strategies to establish a third telco, Grace Mirandilla Santos of the Better Broadband Alliance said the auction being pushed by the DOF is anti-competitive.

"A spectrum auction will only be effective if you have a level playing field," Santos said in an interview with ANC's Future Perfect Tech Shorts.

Santos said the government should instead focus on the bidders' commitment to quality and expansion of service, rather than raising revenues from an auction.
