The controversy surrounding good conduct time allowance, a scheme that allows the early release of prisoners based on good behavior, may well take the back seat when Baguio City Mayor Benjamin Magalong testifies at a Senate inquiry this Thursday.

The former head of the Philippine National Police Criminal Investigation and Detection Group says the contentious law is only part of a bigger picture of massive corruption within the Bureau of Corrections.

Magalong also belies previous accounts of medical practitioners who said they knew nothing about the alleged "hospital pass for sale" scheme at the state penitentiary.
