All candidates and parties, regardless of whether or not they won in the May 13 polls, should report their campaign expenses by June 13, the Commission on Elections said Tuesday.

Winning candidates who will fail to file their statements of contributions and expenses (SOCE) will be barred from assuming office, said Comelec Spokesperson James Jimenez.

Losing bets who will not meet the deadline will be fined and may be disqualified from the next elections, he told radio DZMM.

The poll body is preparing for a joint congressional hearing next week on the glitches in vote counting machines and the "overvotes" in the Senate race, he said.

Comelec has yet to resolve a petition of former youth commissioner Ronald Cardema to be a substitute representative of party-list group Duterte Youth, which is facing at least 10 oppositions, said Jimenez.

The 33-year-old Cardema is 3 years over the age limit for youth representation. He said the rule does not apply to Duterte Youth because it also represents professionals.
