Tatanggalin ng MMDA at local government units ang mga informal settlers na nagiging sagabal sa mga bumbero, ambulansya, at iba pang responde sa mga emergency. Ayon sa Bureau of Fire Protection, kailangang alisin ang mga ito para maiwasan ang palagiang problema na hindi makapasok ang mga trak ng bumbero sa mga lugar na may sunog.
