MANILA -- An engineering consultancy is proposing transforming the entire length of EDSA into a northbound highway to help solve crippling traffic jams in the Philippine capital. A parallel highway, C5, will be turned into a southbound road, GPI Engineers president Fernando Guevara tells Matters of Fact on ANC's Early Edition.
