With its 36-month term made even more challenging by the term-sharing agreement for its top post, the House of Representatives under the 18th Congress is on a quest to make its colorful operations more efficient amid the division of the chamber's leadership posts among the majority coalition members.

Around 4 weeks into the first regular session of the 18th Congress, the House of Representatives elected its 22nd deputy speaker—the most in the history of the chamber.

Six of them are from the ruling Partido Demokratiko Pilipino - Lakas ng Bayan (PDP Laban): Representatives Ferdinand Hernandez, Aurelio “Dong” Gonzales, Johnny Pimentel, Neptali “Boyet” Gonzales II, Dan Fernandez, and Rose Marie "Baby" Arenas.

Five are from House Speaker Alan Peter Cayetano’s party, the Nacionalista Party (NP) Representatives LRay Villafuerte, Raneo Abu, Henry Oaminal, Vilma Santos Recto, and DV Savellano.

Four are from the Party-List Coalition: Representatives Mikee Romero, Conrad Estrella III, Eddie Villanueva, and Rodante Marcoleta.

Two are from the National Unity Party (NUP): Congressmen Roberto Puno and Pablo John Garcia.

If adopted NUP member Davao City Rep. Paolo Duterte, who ran and won under Hugpong sa Tawong Lungsod, is counted, NUP will have 3.

The Nationalist People’s Coalition (NPC) has 2: Representatives Evelina Escudero and Loren Legarda.

Lakas-Christian Muslim Democrats (Lakas-CMD) has 1: Representative Prospero Pichay.

The Liberal Party (LP) also has 1: Rep. Mujiv Hataman.

On top of these, the chamber has also managed to elect the chairmanships of about two-thirds of its 75 standing and special committees, with the top blocs PDP-Laban, Nacionalista Party, Party-List Coalition, National Unity Party, and the Nationalist People’s Coalition getting sizeable numbers of committee chairmanships under their wing.

As of this writing, PDP-Laban has 21 chairmanships:

  • Doy Leachon (head of House of Represenatives Electoral Tribunal's House contingent);
  • Ronaldo Zamora (head of Commission on Appointments' House contingent);
  • Joey Salceda (Ways and Means);
  • Abraham Tolentino (Accounts);
  • Lord Allan Velasco (Energy);
  • Ann Hofer (Foreign Affairs);
  • Ria Vergara (Ethics);
  • Mohamad Dimaporo (Mindanao Affairs);
  • Eric Martinez (Youth and Sports Development);
  • Glona Labadlabad (Ecology);
  • Sandra Eriguel (Social Services);
  • Eric Olivarez (Government Enterprises and Privatization);
  • Divina Yu (Interparliamentary Relations and Diplomacy);
  • Jesus Suntay (Human Rights);
  • Junie Cua (Banks and Financial Intermediaries);
  • Lucy Torres-Gomez (Disaster Management);
  • Lucille Nava (Population and Family Relations);
  • Dale Malapitan (Poverty Alleviation);
  • Elisa Kho (Rural Development);
  • Ruel Pacquiao (Special Committee on East Asean Growth Area);
  • Geraldine Roman (Veteran Affairs).

Rep. Florida Robes got the chairmanship of the Committee on People’s Participation under PDP-Laban but she has since transferred to the NUP.

The Party-List Coalition got 7:

  • Reps. Eric Pineda (1PACMAN: Labor and Employment);
  • Yedda Romualdez (Tingog Sinirangan: Welfare of Children);
  • Anna Villaraza-Suarez (ALONA: Sustainability Development Goals);
    Shernee Tan-Tambut (Kusug Tausug: Globalization and WTO);
  • Eric Yap (ACT-CIS: Games and Amusement);
  • Sharon Garin (AAMBIS-OWA: Economic Affairs); and,
  • Raymond Mendoza (TUCP: Overseas Workers Affairs).

The NUP has 10:

  • Narciso Bravo (Public Order and Safety);
  • Juliet Ferrer (Suffrage and Electoral Reforms);
  • Elpidio Barzaga (Natural Resources);
  • Franz Alvarez (Legislative Franchises);
  • Strike Revilla (Housing);
  • Leo Rafael Cueva (Aquaculture);
  • Edgar Sarmiento (Transportation);
  • Wilfredo Caminero (Food Security);
  • Duke Frasco (Visayan Development); and,
  • Vicente Veloso (Justice).

The NPC has 11:

  • Weslie Gatchalian (Trade);
  • Victor Yap (ICT);
  • Mark Enverga (Agriculture);
  • Helen Tan (Health);
  • Erico Aumentado (Science and Technology);
  • Manny Lopez (Metro Manila);
  • Noel Villanueva (Local Government);
  • Roman Romulo (Basic Education);
  • Cheryl Deloso (Revision of Laws);
  • Elias Bulut (Reforestation); and,
  • Dahlia Loyola (Southern Tagalog).

NPC spokesperson Mark Enverga said Deloso is now an NPC member after running under the Liberal Party, while Romulo is aligned with the NPC and is highly likely to join the party.

The Nacionalista Party has 7:

  • Sol Aragones, (Tourism);
  • Eleandro Jesus Madrona (Public Works and Highways);
  • Raul Tupas (National Defense and Security);
  • Mark Go (Higher and Technical Education);
  • Mario Vittorio Mariño (Government Reorganization);
  • Jocelyn Fortuno (Bicol Development); and,
  • Frederick Siao (Civil Service and Professional Regulation).

The Liberal Party has 2: Edgar Chatto (Climate Change) and Francis Gerald Abaya (Bases Conversion).

Lakas-CMD got 1: the Rules Committee is chaired by Leyte Rep. Martin Romualdez, concurrent with his position as majority leader. Bukidnon Paglaum Rep. Malou Acosta is chairing the Committee on Women and Gender Equality.

Cagayan de Oro Rep. Rufus Rodriguez of the Centrist Democratic Party is chairing the committee on Constitutional Amendments.
