Cebu declares state of calamity due to El Niño

CEBU CITY — The province of Cebu is now officially in a state of calamity due to the effects of the El Niño phenomenon.

Vice Governor Junjun Davide confirmed that the provincial board approved the declaration Monday in a resolution filed by Board Member Victoria Corominas-Toribio.


A declaration of a state of calamity gives the local government access to additional funds for calamity response and imposes a price freeze on basic goods. Declarations can be made by the President or by local councils.


Corominas-Toribio said the province has “been suffering from the adverse effects of the dry spell, particularly in the agriculture, fisheries and livestock sectors” for the past months.



The declaration also stemmed from an endorsement by Gov. Gwen Garcia backed by an assessment of the Provincial Disaster Risk Reduction and Management Council.

The council logged over 12,000 affected farmers spanning more than 3,000 hectares. The total damage caused by the high temperatures and decreased rain has been pegged at P117 million.

Cebu City had already declared a water crisis last month.

“The persistent heat indexes severely depleted the water resources, which are crucial for agriculture, livestock and those who are in the fish pond/pen business,” wrote Vice Governor Davide in his post.

The province also logged an increase of heat-related illnesses as the heat index continues to range from 40 to 42 degrees Celsius in the province.

The resolution also added that forest and grass fire accidents continues to occur in different towns and cities.

The provincial government is now waiting for Gov. Garcia's  executive order detailing specific measures under the declaration.
