Former Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma was reduced to tears Thursday (September 12) after she was cited in contempt and ordered detained by congressmen during the quad-committee hearing investigating extra-judicial killings and the drug war during the Duterte administration.

Garma, a retired police colonel and former Criminal Investigation and Detection Group (CIDG) official in Davao, is implicated in the August 2016 deaths of three Chinese inmates inside the Davao Prison and Penal Farm. The facility's former warden, Supt. Gerardo Padilla, earlier alleged that Garma had ordered him to not interfere in the killing of the convicts.

During the hearing, lawmakers grilled Garma about her ties with former President Rodrigo Duterte, given her appointment as PCSO chief during his time mere days after she retired from police service.

Garma's responses — "maybe," "I don't know," "perhaps" — earned the ire of Rep. Joseph Stephen Paduano, who moved to cite her in contempt for supposedly lying and refusing to answer questions. The joint committee went on to order her detention at the House of Representatives, until the conclusion of its investigation.
