MANILA — The budget hearing for the Department of Environment and Natural Resources (DENR) by the House Committee on Appropriations lasted 11 hours.

"We still have a long way to go, but we are more determined than ever to sustain the reforms we initiated in protecting and managing our ecosystems and natural resources, mitigating the impacts of climate change, and enhancing disaster resilience. With these initiatives, we are respectfully requesting a total budget of 26.27 billion pesos," said Loyzaga.

Gusto naming malaman ang current assessment, yung extent ng oil spill at yung affected marine and coastal (areas) and yung nearby biodiversity. What are the specific measures being implemented to contain the oil spill to prevent further damage to the environment? What are the plans of DENR? Do you have a rehabilitation plan for affected areas and recovery plan for the ecosystem?,” said Gabriela Party-list Rep. Arlene Brosas.

Yulo, meanwhile, assured the lawmakers that the DENR acted promptly to mitigate the potential impacts of the oil spill and has already laid out programs for those affected by it.

"The DENR took initial steps immediately after the directive of the President to locate the vessel, establish its position and orientation, allowing us to accurately work on the dispersion of the oil together with our partners at the UP Marine Science Institute and the Philippine Space Agency. We have already mopped out the different marine ecosystems that could be affected, as well as the wild bird population and the significant environmentally critical areas in the three regions: Region 3, NCR, and Region 4A," said Loyzaga.

According to the 2025 National Expenditure Program (NEP) submitted by the Department of Budget and Management to Congress, the proposed DENR budget allocates P10.1 billion for Personnel Services, P12.4 billion for Maintenance and Other Operating Expenses (MOOE), and P3.6 billion for Capital Outlays (CO).
