MANILA — Education Secretary Sonny Angara signed the Implementing Rules and Regulations (IRR) of Republic Act 11997 or the "Kabalikat sa Pagtuturo Act" on Wednesday. 

The short ceremony at the Senate was attended by lawmakers who authored and sponsored the law. 

Angara was among the authors as well when he was still a senator. 

Under the implementing rules, qualified DepEd public school teachers will receive P5,000 for School Year 2024-2025 and P10,000 for School Year 2025-2026 and the years thereafter.

The teaching allowance will be used for the purchase of teaching supplies and materials, implementation of different learning modalities, and as payment for incidental expenses. 

The IRR defines the recipients of the allowance as public school teachers or “all persons engaged in classroom teaching, in any level of instruction, whether permanent or provisional, including guidance counselors, school librarians, industrial arts or vocational instructors, and all other persons performing supervisory and/or administrative functions in all public schools."

School nurses, physicians and dentists, and other school employees do not qualify for the allowance.

Teachers who do not have a teaching load and are performing non-teaching functions, those who are on leave or are on absence without leave, and those no longer in service are also not entitled to the allowance.

If teachers resume teaching within the current school year, they will receive the allowance.

Teaching allowance shall be given not earlier than the official start of every school year. 

In a statement, Senator Bong Revilla, principal author and sponsor of the law, hailed the signing of the IRR. 

“Sa wakas (Finally), the long wait is over! Matagal man ang naging laban, naipanalo pa rin natin ang kapakanan ng ating mga guro (The fight might have been long but we were able to win it for our teachers)!” Revilla said.  

“Ito ang pangarap natin para sa kanila bilang suporta at pagkilala sa kanilang napakahalagang papel na ginagampanan sa sektor ng edukasyon,” he added.
