DOJ orders case filing vs Shiela Guo, Cassandra Ong

MANILA (UPDATED) – The Department of Justice has ordered the filing of cases against the sister and an alleged business associate of dismissed Bamban, Tarlac Mayor Alice Guo, an official said Wednesday.

Guo's sister Shiela, whose real name is Zhang Mie, will face cases for disobedience to summons and using a false Philippine passport, said DOJ Undersecretary Nicholas Ty.

He said Cassandra Li Ong, representative of Lucky South 99 POGO, would face disobedience to summons and obstruction of justice cases.       

Ty said money laundering cases would also be filed against Shiela Guo and possibly Ong this week. He added that qualified human trafficking would soon be filed against Ong who is allegedly connected to the POGO in Porac, Pampanga. 

Asked if Shiela Guo could be a state witness, the official said, "Ayoko naman pangunahan pero qualified siya eh, kasi kung tutuusin, hindi naman siya yung pinaka may pakana nitong ilegal na bagay. Kung maniniwala tayo kahapon sa mga asta niya, ay parang nadamay lang siya."

Shiela Guo and Ong were apprehended in Indonesia last week.  

Authorities believe Alice Guo is in Jakarta and have asked their Indonesian counterparts to deport her. 

The former mayor has been on the run after she was accused of being a Chinese citizen who fraudulently obtained Filipino citizenship that enabled her to run for office.

LUZON EXIT POINTS

Ty believes former Mayor Guo and her group exited the country through Luzon and not Mindanao, based on Shiela's statement on Tuesday's Senate hearing that they traveled only three to four hours from Tarlac to an unidentified place and boarded a boat

Authorities are looking at Pangasinan, Zambales, and La Union aside from other possible exit points. 

Shiela's allegation that she is not a sister of the dismissed mayor might be true, according to Ty, since her Chinese name is different from hers. 

Based on the latest information, the DOJ official said former Mayor Guo is in Jakarta, Indonesia while her brother, Wesley, is in Hong Kong. 

Meanwhile, the Philippine Senate is likely to continue its investigation on Mayor Guo, according to Senate President Francis Escudero.

"How can we terminate it when Mayor Guo hasn't been found?" he said. "Hindi pa terminated po yun."

Escudero also expects that a complaint will be filed against Guo's notary public Elmer Galicia.
