PAOCC fast-tracking application for Interpol blue notice vs Alice Guo

MANILA – The Presidential Anti-Organized Crime Commission said it would apply for a blue notice before the International Criminal Police Organization or Interpol against former Bamban Mayor Alice Guo to limit her movement.

The Interpol blue notice seeks to "collect additional information about a person’s identity, location or activities in relation to a criminal investigation."

PAOCC spokesperson Dr. Winston Casio said Guo was still at Batam Island in Indonesia.

“Maliwanag po doon sa ating mga Indonesian counterparts that she's still within Batam. Mag-a-apply po tayo ng blue notice, so minamadali po natin yun,” Casio said.

Casio said Guop and her brother Wesley could be moving separately after their sister Shiela and her companion Cassandra Li Ong were arrested and brought back to the Philippines Thursday.

Casio said the basis for the blue notice request are the criminal complaints against Guo in connection with the illegal Philippine Offshore Gaming Operators or POGOs in Bamban.

“So ngayon informal pa lang yung ating arrangement para i-surveillance sila. Pero with a blue notice against these people, they can go in anytime 24/7 and be able to secure them in a location,” Casio said.

The PAOCC underscored the importance of bringing back Guo to the Philippines not just to face the human trafficking and tax evasion complaints against her before the Department of Justice but also to uncover the local and foreign network of supposed transnational criminals.

Casio said at least four foreign nationals were working with Guo, including Zhang Jie and Warren Wu, president and finance officer of Lucky South 99 in the Porac, Pampanga POGO hub.

Lucky South 99 was a previously licensed POGO that was raided in June. Several crimes were allegedly happening in the property, including torture.

“Yung Lucky South, Porac, Zun Yuan, Bamban, they're actually one and the same. They're run by the same group of people,” Casio said.

Casio also mentioned Chinese nationals Lin Baoying and Zhang Ruijin who are business partners of Guo and are supposedly convicted money launderers in Singapore.

“This is a transnational criminal organization with tentacles extending all the way to Cambodia, kaya ang iniiwasan po ngayon ng PAOCC sa pakikipagtulungan natin sa immigration ng Indonesia, Malaysia and Singapore, even Thailand, ay hindi makatawid ito si Alice Guo papunta ng Cambodia into the Golden Triangle kasi pag nakapasok na po yan ng Cambodia, Laos, Myanmar, mahirap na tayong kunin po ang mga yan,” Casio said.

SENATE HEARING

Meanwhile, the Senate is prepared to receive Sheila Guo and Ong, the representative of Lucky South 99 for the scheduled hearing on Tuesday, August 27.

“Guo and Ong will be turned over to the Senate after the inquest proceedings. The Senate is looking forward to their presence in the proceedings,” Senate Spokesperson Atty. Arnel Jose S. Bañas said in a statement.

“The hearings will provide an opportunity for Guo and Ong to present their statement and contribute to the ongoing discussions and investigation. Further updates will be issued as they develop,” he added.

The hearing will be conducted by the justice committee chaired by Senate Minority Leader Aquilino Pimentel III, as well as the panels led by Senate Deputy Minority Leader Risa Hontiveros and Sen. Raffy Tulfo.
