MANILA — The Department of Transportation (DOTr) on Wednesday assured President Ferdinand Marcos Jr. that there is no need to halt the implementation of the Public Transport Modernization Program (PTMP), a day after the Senate filed a resolution pushing for its suspension.

In an interview with ABS-CBN News, DOTr Undersecretary Andy Ortega said that based on the agency’s final figures, the nationwide consolidation rate after the April 30 deadline reached 83 percent, which he said was more than enough.

“Dalawang grupo na lang po ang natirira na talagang ayaw sumama sa konsolidasyon among the hundreds of transportation cooperatives, hundreds of transportation cooperations,” he said.

Ortega also addressed the financing concerns stated in the senate resolution, which was signed by majority of senators.

FINANCING FOR MODERN JEEPNEY UNITS

It stated that many jeepney drivers and operators are against the program because of the high cost of modern jeepney units.

“Mismong Landbank officials, mismong DBP (Development Bank of the Philippines) officials ang nagsabi na yung amount na P2 million cost ay napakataas. Magkano kita (ng jeepney drivers)? Average P650 a day. That is absurd,” said Senator Joel Villanueva in a press conference.

But Ortega said the DOTr has already requested for a bigger budget of P2.9 billion for equity subsidies from the current P1.3 billion peso allocation.

“Mas malaki po ang kailangan natin for 2025 and definitely lalaki pa po yan sa 2026, 2027, hanggang 2030 because papunta na po tayo sa panahon ng pag-aacquire ng modern vehicles so we are asking our friends in Congress na tulungan natin ang ating sector para magkaroon ng tamang tulong to go into this transition to a better system,” explained Ortega.

Ortega admitted that from the agency’s original P2.9 billion request, only less than a billion was approved by the Department of Budget and Management (DBM) due to fiscal constraints.

But he’s hoping lawmakers can help remedy this.

“Sana mahingi pa natin ng mas malaki once tumakbo na yung proseso natin sa Kongreso,” he said.

Ortega said the agency is also in talks with other financial institutions in the hopes that they would be willing to provide additional financing for transport cooperatives and corporations.
