MANILA — Oriental Mindoro, Batangas, Cavite, Bataan and Bulacan provinces have declared a state of calamity due to monsoon rains stirred by typhoon Carina, Interior Secretary Benhur Abalos said Thursday.
The declaration unlocks additional funds for calamity response and imposes a price freeze on basic goods.
Metro Manila on Wednesday also declared a state of calamity after rains from the habagat spawned widespread floods.
Carina left the Philippine area of responsibility early Thursday. But it would continue enhancing the habagat until Saturday, state weather bureau PAGASA said.
