Metro Manila woke up to floods in various areas of the capital region as the red warning level was raised by the weather bureau due to intense rainfall brought about by the enhanced southwest monsoon.

Weather bureau PAGASA said Metro Manila and 12 other areas are facing strong to gale-force gusts on Wednesday due to the southwest monsoon enhanced by Typhoon Carina.

The 13 areas facing strong to gale-force gusts are:

  • Ilocos Region, 
  • Cordillera Administrative Region, 
  • Nueva Vizcaya, 
  • Quirino, 
  • the eastern portion of Isabela, 
  • Central Luzon, 
  • Metro Manila, 
  • CALABARZON, 
  • MIMAROPA, 
  • Bicol Region, 
  • Visayas, 
  • Zamboanga Peninsula, and 
  • Northern Mindanao


At 5 a.m., PAGASA issued a red rainfall warning in Metro Manila, Rizal and Bataan, indicating serious floods in low-lying areas. An orange rainfall warning was issued for Bulacan, Pampanga, Cavite and Zambales while a yellow warning was issued over Tarlac, Laguna, Batangas and Quezon(General Nakar, Infanta, Real, Mauban, Sampaloc).

Light to moderate with occasional heavy rains will affect Nueva Ecija and other areas of Quezon within 3 hours.
