OSG: Quo warranto petition vs Alice Guo to be filed in 2 weeks

MANILA — The Office of the Solicitor General said it is collating pieces of evidence against suspended Mayor Alice Guo of Bamban, Tarlac for a quo warranto petition against her to be filed in about 2 weeks or within this month, adding that the fingerprint discovery suggesting the mayor's Chinese nationality was a "breakthrough."

Speaking on TeleRadyo Serbisyo on Monday, Solicitor General Menardo Guevarra said a quo warranto petition is an exclusive power by the Solicitor General to remove a public official who it deems holding their position unlawfully because they are unqualified or ineligible for the position.

In the case of Guo, many say she should not have been allowed to run and hold a public position because of questions surrounding her nationality.

"Dahil nga sinasabi na hindi siya Filipino, so hindi siya Filipino ibig sabihin hindi siya pupuwedeng tumakbo o maghawak ng isang public office," he said.

Guevarra said they have been monitoring the case of Guo and studying a quo warranto case against her.

He treats as a "breakthrough" the discovery that the fingerprints of Alice Guo and Guo Hua Ping, a Chinese national who entered the Philippines in 2003, are the same. 

"Mas matibay ngayon kumpara sa time na hindi pa lumalabas 'yung ganyang ebidensiya," Guevarra said, referring to the fingerprint discovery of the National Bureau of Investigation in relation to the looming quo warranto case against Guo. 

Guevarra also said that they are preparing another petition, which he did not detail for "security reasons," that will filed this week.
