Senate readies detention area for Alice Guo and others

The Office of the Senate Sergeant-At-Arms (OSAA) has finished preparing the detention facility in the Senate premises where suspended Bamban, Tarlac Mayor Alice Guo will be detained in the event that she surrenders.

The structure, which was formerly a day care center, currently has three bunk beds, bathroom, an aircon, water dispenser, and table.

Retired Lt. General Roberto Ancan, OSAA Head, said only the female relatives of Guo will be allowed to stay with her. The male resource persons will be detained in a separate room, while Guo’s former accountant, Nancy Gamo, will also stay in a different room.

Ancan assured the safety of the resource persons, especially of Guo, whose detention facility is beside a Philippine National Police detachment.

OSAA will primarily be the one in charge of their safety but the PNP can be tapped.

“Here I can assure her security 24/7. I’ve done it before. I was a commander before, and I assured the people within my area of responsibility that they are safe,” Ancan said.

The said facility was specifically converted last year from being a daycare center in the event that the Senate needs to detain more people. Guo and her family will be the first ones to use this in case they surface. There are also detention facilities in the Senate basement. 

Ancan also assured that those who will be detained will be comfortable.

Guo and others will be allowed visitors within visiting hours from 8am to 5pm.

The Senate will provide them with food three times a day but they can also bring their own food.

They are also free to bring their own beddings.

There will be a medical team ready for their needs as well.

Guo and others will be allowed to go outside of the detention facility for a few minutes in the morning to walk a bit and soak in the sunlight.

Senate President Francis Escudero on Monday already said that he ordered the review of guidelines on the use of gadgets since he believes these should be allowed considering that detention is not equivalent to imprisonment.

Of the eight individuals who are the subject of arrest orders, only Gamo has been arrested and brought to the Senate. The others, including Mayor Guo, are still yet to be found.
