MANILA (UPDATED) — Gabriela Women's Party Rep. Arlene Brosas announced her candidacy for the Senate in the 2025 elections, vowing to be the “real voice or change” and uphold the agenda of women, children and the country in the upper chamber.

Leaders from different sectors and groups endorsed the candidacy of Brosas, handing her roses, as they vouched for Brosas’ track record and integrity as women’s and children’s rights activist and advocate.

“Bitbit natin ang agenda ng kababaihan, bata at bayan. Bitbit natin ang politika ng pagbabago, bitbit natin ang tiwala at suporta ninyo. Handa na tayo sumuong sa eleksyong 2025,” Brosas said.

Among the women’s leaders who endorsed Brosas’ candidacy were actress and writer Bibeth Orteza, who gave a video message and educator Sister Mary John Mananzan, OSB, former Gabriela Rep. Emmi de Jesus, Migrante International chair Joanna Concepcion, KADAMAY Secretary General Mimi Doringo, Bantay Bigas Convenor and AMIHAN Secretary General Cathy Estavillo, who were among the women leaders who raised Brosas' hand at the event.

“Pinakita ni Arlene sa Kongreso kung gaano siya katapang, kung gaano siya lumalaban against all violations of human rights… ng gobyerno at kung sino man. At nagsasalita siya, hindi lang nakikinig at tumitingin kundi nagsasalita. 'Yan ang mga kandidato na kailangan natin sa gobyerno natin. Sana mas marami pang Arlene Brosas,” Mananzan, Gabriela chair emerita, said.

(Arlene has show at the House how courages she is and how she has fought against all violations of human rights...by the government and by anyone. And she speaks up, she does not just listen and look on, she speaks up. That is the kind of candidate we need in government)

Orteza, in her video message, said the country needs someone who will defend it at the Senate

“Ngayon pa lang po ay sinisiguro na namin na dadalhin ng mga maralita si Rep. Arlene Brosas hanggang sa Senado,” Doringo of KADAMAY said.

(This early, I am assuring you that the poor will bring Rep. Arlene Brosas to the Senate)

Brosas represents Gabriela Women's Party at the House and is a long-time advocate for children's rights and welfare, leading the formation of the Anti-Child Pornography Alliance, which lobbied for the passage of the Anti-Child Pornography Law, was among the conveners and the spokesperson for the Save Nena Campaign to end child sexual abuse and prostitution, and served as an executive director of the Akap sa mga Bata ng mga Guro Kalinga, a nationwide network of volunteer daycare teachers.

As member of the House of Representatives since 2016, she was one of the principal authors of RA11313 or the Safe Spaces Act, RA11210 or the Expanded Maternity Leave Law, RA 11861 or the Expanded Solo Parents Welfare Act, and RA11648 or An Act Providing for Stronger Protection Against Rape and Sexual Exploitation and Abuse, Increasing the Age for Determining the Commission of Statutory Rape.

Brosas is also the principal author of several proposed measures such as the Magna Carta for Day Care Workers, the Additional benefits for Solo Parents, the Expanded Anti-Violence Against Women (E-VAWC), the Amendments to Strengthen the Anti-Rape Law, and the Sexual Orientation and Gender Identity Expression (SOGIE) Equality Bill.

In a press conference, Brosas vowed to be the “real voice of change” and to uphold agenda of women, children, and country.

Brosas is the second senatorial bet of the Makabayan coalition, who committed to field a 12-member Senate slate for next year's midterm polls.

ACT Teachers Rep. France Castro was the first to announce her Senate bid earlier this month.

Brosas is determined to push through with her candidacy alongside Castro amid the conviction of Castro and former Rep. Satur Ocampo for what the group described as trumped up charges over their help for the Lumad.

“Handa po kaming suungin anuman ang mangyari. E kahit po ordinaryong aktibista ginagawan ng mga gawa-gawang kaso kaya hindi na po bago sa amin na harapin itong mga katulad na ito,” Brosas said in an interview.

(We are ready to face whatever happens. When even ordinary activists face trumped-up cases, we are ready to face hardships like that.)

The announcement comes as Koalisyong Makabayan, which has three seats at the House of Representatives and is more commonly known as the Makabayan bloc, is building a 12-person senatorial slate that it said would represent the "genuine opposition" amid the breakup of the administration UniTeam alliance.
