MANILA — The Department of Justice has issued an Immigration Lookout Bulletin Order for suspended Bamban, Tarlac Mayor Alice Guo, former Technology and Resource Center director general Dennis Cunanan and 12 others, according to Undersecretary Margarita Gutierrez.

Unlike a Precautionary Hold Departure Order, which are issued by courts, an ILBO directs Bureau of Immigration personnel to note a subject's movements, inform agencies of a pending departure and endorse a subject for secondary inspection if necessary.

Guo, Cunanan and the other respondents are facing qualified human trafficking complaints filed by the Presidential Anti-Organized Crime Commission and the Philippine National Police before the DOJ following the raid in the Philippine Offshore Gaming Operations hub in Bamban.

“ILBO has been signed by SoJ (Secretary Jesus Crispin Remulla) and forwarded to BI,” said Gutierrez.

“As for PHDO we will still apply for this with court,” Gutierrez said.

In a separate statement, the BI said it has received and will implement the lookout order.

“According to the said ILBO, considering the gravity of charges, subjects may attempt to place themselves beyond the reach of legal processes by fleeing the country, hence the BI is ordered to relay to the DOJ attempts to depart to obtain information for the proper course of action to be undertaken by immigration officers,” the BI said.

The BI said Commissioner Norman Tansingco received the 3-page ILBO dated June 21, 2024 from the DOJ.

The BI further said that the agency was able to intercept the travel of a Chinese woman included in the ILBO.

The woman was identified as Zhang Jie who attempted to board a flight to Jinjiang, China at the Davao International Airport.
