NSC spokesperson Jonathan Malaya, however, said an investigation on Carlos is unwarranted as there was no such agreement between the Philippines and China in the first place.

“That is a question that should be answered by the Armed Forces kung iimbestigahan nila. Pero in so far as the National Security Council is concerned, we see no reason why we should investigate Vice Admiral Carlos, kasi wala ngang ganoong agreement na nangyari," Malaya said in a televised briefing.

“You know, Vice Admiral Carlos is a bemedaled member of the Philippine Navy… And kawawa naman siya at dinadawit siya dito sa mga insinuations, fake stories and fake news and disinformation coming from the Chinese embassy," he added.

Malaya said the head of the military’s Western Command was even among those injured when the Chinese Coast Guard attacked Philippine resupply boat Unaizah Mae 4 with water cannons during a resupply mission to the BRP Sierra Madre at the Ayungin Shoal in the West Philippine Sea earlier last March.

“Kung si Vice Admiral Carlos entered into some sort of arrangement, bakit siya iwo-water cannon ng ganoon at nasugatan pa ‘no. It doesn’t—kapag pinagdikit-dikit mo talaga iyong istorya, it unravels eh. So, it’s really a tragedy na nadadawit iyong pangalan ni Vice Admiral Carlos dito,” Malaya said.

The NSC through National Security Adviser Eduardo Año has slammed China’s repeated claims of a "new model" in the WPS as “absolutely absurd, ludicrous, and preposterous.”

“We categorically state na wala po tayong ipinapasok na kung anumang informal or formal na mga kasunduang ganito because the National Security Council and National Security Adviser Eduardo Año will never put the national interest on the line. Kasi the moment kasi, partner, na pumasok ka sa ganitong klaseng kasunduan, this may later on be seen by China as an acquiescence or an agreement or acceptance of their claim. So, mahirap talagang makipag-usap sa mga ganito,” Malaya said.
