MANILA — Sen. Lito Lapid has filed a bill seeking to mandate food service establishments to disclose caloric and nutritional information in their menus in a bid to "address the problems of obesity and improper nutrition among Filipinos."

"Nutrient content information provided at the time of food selection in food service establishments would enable consumers to make more informed and healthier food choices," Lapid said in his explanatory note for Senate Bill 2675.

The proposed law only covers bigger establishments and explicitly excludes Micro, Small, and Medium Enterprises (MSMEs). However, it does not prevent MSMEs from complying with the standards.

Lapid also pointed out an increase in consumption of food that is "easily available, inexpensive," but often "high in calories."

"The health conscious have to guess at the nutritional content of meals taken in restaurants. On the other hand, those who are less aware of the need for proper dieting are left unaware of the nutritional values that they intake," Lapid said in his bill.

In 2022, the Department of Science and Technology—Food and Nutrition Research Institute released a study that found obesity rates among Filipino children and adults have increased during the COVID-19 pandemic.

The WHO defines overweight as a "condition of excessive fat deposits," and obesity as a "chronic complex disease defined by excessive fat deposits that can impair health."

The agency explained the conditions are "largely preventable and manageable", through "preventive interventions at each step of the life cycle."
