MANILA — Sen. Sherwin Gatchalian on Wednesday said that the mother of Bamban, Tarlac Mayor Alice Guo could also a Chinese national, contrary to her earlier claim that her biological mother was a Filipina housekeeper.

In her birth certificate, a certain "Amelia Leal" was listed as Guo's mother.

Citing his own investigation and information from sources in Valenzuela where the Guo family used to rent a warehouse for their business, Gatchalian said that a certain Wen Yi is Guo's mother.

“Kung saan sya rumenta ng warehouse, itong taong si Wen Yi, parang pinapakilalang nanay nya doon sa mga taga doon sa Valenzuela. So, ako ang personal assessment ko, this might be the biological mother ni Alice Guo. Based on mga tanong-tanong ko," Gatchalian said.

Wen Yi's name also consistently appears in the documents of Guo's family businesses.

If true, it would appear that both Guo's parents are Chinese nationals, debunking her declaration that she is a Filipino citizen.

"In our system, we follow the bloodline. Kung ano ang parents mo, yun ang nationality mo," Gatchalian said.

Guo is currently being investigated by the Senate over her alleged links to a massive compound that housed an illegal POGO operation in her municipality.

The investigation has also zeroed in on Guo's background following reports that she "came out of nowhere" during the 2022 elections.

Meanwhile, Solicitor General Menardo Guevarra said his office was checking if it could file quo warranto proceedings or other related proceedings against Guo.


Other possible cases against Guo will be left to other agencies of the government, he said. 


"The Office of the Solicitor General is the only agency kasi which can institute quo warranto on behalf of the state so we're focusing our attention on that. Yung sa mga criminal, administrative, we leave that to the other agencies concerned," Guevarra told reporters after he attended a meeting at the Senate.


"We're gathering evidence pa. We do not have all the necessary information at this time," he added.


A quo warranto petition tests a person's legal right to hold an office.


Guevarra said they can draw references from the Senate's investigation as these are matters of public record already.


"We can probably make reference because that's a matter of public record already but we want to have competent evidence in our hands. We take this matter very carefully to be fair to everyone concerned, " Guevarra said. 


"We're actually meeting this afternoon the team to determine what we already have and what we need further."

MANILA — The Department of Migrant Workers said Monday it would assist families of OFWs who have been affected by the delayed shipment of thousands of Balikbayan boxes to the Philippines. 

“They have been victimized, and we will provide action fund assistance as well,” DMW Secretary Hans Leo Cacdac said in a televised briefing.

The DMW has been working closely with the Bureau of Customs to facilitate the release of the estimated 14,000 Balikbayan boxes, he said.

“Sa ngayon nakikipagtulungan tayo sa Bureau of Customs. We are thankful sa BOC dahil na-facilitate na ang release ng 9,000 boxes. But there are around 5,000 more to go, half of them are in the Davao port. We are thankful sa BOC, may deed of donation na ido-donate sa atin at tayo na ang magdi-distribute, so isasagawa natin yon,” he said.

“Dito sa Manila, we are working on the same deed of donation system, pero ang maganda dahil sa hearing noong isang araw, nakita natin na pwede pala yung system na puntahan mo nalang sa warehouse, around 40 boxes were released the other day. This will be just the beginning of the continued distribution, so 9,000 now, 5,000 more to go," he added.
