MANILA — The Supreme Court is creating new rules for the conditional release of Persons Deprived of Liberty (PDLs) who cannot afford to pay the already lowered bail requirement of P10,000.

Associate Justice Maria Filomena Singh told PDLs at the Cebu City Jail Female Dormitory that the high court will require judges to look at factors such as lack of resources, first-time offense, age, and pregnancy, among others, of PDLs who cannot afford bail.

"These factors will be looked into by our judges, and if such factors are present, instead of confining you while your case is being tried, you can be set free under other safeguards," Singh said.

The new rules to be crafted by the Supreme Court follow the circular issued by the Department of Justice last year which already lowered the amount of bail to P10,000 to decongest jails in the country.

She also highlighted that persons convicted of heinous crimes can avail of Good Conduct Time Allowance in serving their sentences in light of the recent ruling on Guinto v. the Department of Justice.
