Assessment, certifications for senior high tech-voc grads made free

MANILA— Senior high school students who have completed the technical-vocational livelihood track (TVL) will no longer have to pay for the assessment and issuance of national certifications that they may need as requirements for employment.

This follows the signing of a joint memorandum circular by the Department of Education (DepEd) and the Technical Education and Skills Development Authority (TESDA) on Friday that aims to institutionalize the mandatory assessment of Grade 12 learners.

“Libre na po ang assessment ng ating senior high school graduates na galing TVL kapag magkakaroon sila ng NC 1 or NC2 [national certification 1 and 2]. Wala po niyan noon,” DepEd Undersecretary Michael Poa told reporters.

Teachers will also be trained to become assessors while schools will also be accredited to become assessment centers, Poa said.

“Mas magiging accessible na ang pagkuha ng assessments,” Poa continued.

In his speech, Sen. Sherwin Gatchalian said only few senior high school graduates of the TVL track take the assessment because of the cost, which varies from P1,000 to P5,000 depending on the course.

He found this out when his team commissioned a "rider question" in a Pulse Asia Survey in 2023 to see the effectivity of the K to 12 program.

“Only 26 percent took the assessment so more than 70 percent  did not take the assessment. But the beauty of those who took the assessment is that 98% passed. Maganda ang TVL track natin ng DepEd hindi lang sila nag-aassess,” he noted.

Securing a national certificate is a good boost for potential job-seekers, Gatchalian said.

“Kapag pumasa sila makakuha sila ng NC 1 or NC 2 automatic iyan, magagamit iyan sa paghahanap ng trabaho. Ibig sabihin iyong mga itinuturo natin sa senior high school na TVET magiging TESDA-accredited,” he said.

To support this program, Sen. Gatchalian said the national government has allotted P538 million in the 2024 national budget.

Around P438 million will be for the cost of issuing national certifications, and P50 million each for the added assessors and the training of teachers who will be TVET instructors.
