No more extension for PUV consolidation after April 30: LTFRB

MANILA — The Land Transportation Franchising and Regulatory Board (LTFRB) on Monday once again called on public utility jeepney (PUJ) operators to take advantage of the extension for consolidation given by President Ferdinand Marcos, Jr., which ends on April 30.

LTFRB chairman Teofilo Guadiz III said that when the extension ends, PUJs that have not consolidated franchises will be no longer be allowed to operate.

“I have to reiterate again, hanggang April 30 na lang ito. We need to consolidate because that's the first part of the modernization, before the fleet management would come in... We will revoke those franchises and we will only be allowing those who consolidated to ply the routes of Metro Manila,” Guadiz said.

Some transport groups, including MANIBELA, are firm on their opposition to the consolidation of franchises, saying they will mount two more protests before the deadline.

OPEN TO GIVING NEW SUBSIDY?

 

Meanwhile, Guadiz said the LTFRB is open to giving another fuel subsidy for public utility drivers and tricycle drivers.

“Merong batas na if the price of crude oil reaches $80 per barrel, it will trigger the release of the fuel subsidy. Now we’re waiting for the advise from the [Department of Transportation] para po ibigay sa amin ang pondo para dito sa fuel subsidy, we’re still awaiting that order fro the DOTr,” Guadiz told the media.

The General Appropriations Act of 2024 sets aside P2.5 billion for financial assistance and fuel subsidies for qualified beneficiaries.


The grant of the subsidy is subject to certification from the Department of Energy that the average price of Dubai crude oil is at $80 for one calendar month.

Guadiz admitted that they still have a backlog in the release of fuel subsidies.

“Yung pagbabayad sa mga modern jeepney ambilis, yung pagbabayad sa coop ambilis. Nagkakaroon kami ng problem sa pagbabayad sa mga tricycle, because this is handled by the [Department of Interior and Local Government]. Kung minsan, kulang-kulang yung listahan,” Guadiz said.

The latest DOE oil price monitor, published April 2, notes that "the week-on-week price of Dubai crude has decreased by almost $0.20 per barrel" but does not indicate the price per barrel.

“Pag nag-hit na po yung presyo bukas, I think its already ripe for the release of fuel subsidy. We will be waiting for the advise from the DOTr,” he added.

Under the fuel subsidy program of the government, LTFRB said operators of modernized public utility jeepneys (MUPJ) and modernized utility vehicle express (MUVE) are qualified for a P10,000 fuel subsidy.

Drivers of traditional public utility jeepneys can get fuel subsidies of P6,500, delivery riders can get P1,200 and tricycle drivers can get subsidies of P1,000.
