House lawmaker wants tax breaks to encourage animal adoption

MANILA — A House lawmaker is eyeing tax incentives to encourage the adoption of stray and impounded animals to save them from the streets and from euthanasia.

House Bill 10120, authored by Cavite Rep. Crispin Diego Remulla, tasks local government units with develop and implementing programs to encourage and facilitate animal adoption.

Under his bill, the adoption of impounded and stray animals will entitle adopters to lower real property tax.

LGUs will be authorized to issue certificates of adoption in accordance with guidelines to be provided by the Bureau of Animal Industry for purposes of the tax incentive.

Apart from facilitating the tax incentives, LGUs will also be tasked with putting up adoption centers, pet fairs and other incentives for adopters.


TAX DEDUCTIONS FOR CORPORATIONS


Corporations that promote the adoption of impounded and stray animals by their employees may apply for tax deductions on expenses incurred in compliance with the proposed law.

Corporations are also encouraged to establish pet-friendly policies that promote responsible pet ownership, including pet insurance, pet care services, and pet friendly workspaces.

In the explanatory note to the bill, Remulla cited the assessment of People for the Ethical Treatment of Animals (PETA), a non governmental organization.

"They reported that while many dogs and cats are struggling to survive on the streets, municipal pounds euthanize hundreds every month. To address the problem of stray animal overpopulation, there is a pressing need for a solution that encourages adoption," he said.

The bill was filed amid several instances of animal cruelty in recent weeks.

The Animal Welfare Act punishes cruelty, maltreatment or neglect of animals with up to two years in prison and a fine of up to P100,000.
