Land dispute sparks standoff between Makati, Taguig personnel

(UPDATED) Makati City and Taguig City authorities found themselves in a tense situation at the Makati Park and Garden in Barangay West Rembo, sparked by the sudden entry of several Taguig personnel on Friday.

Police Capt. Kenny John Rapiz, substation commander of West Rembo, said that around 8 a.m., a security guard sought assistance due to commotion between the Traffic Management Offices (TMO) of Makati and Taguig.

"'Yung chief ng TMO andito... Kaninang tanghali lang dumating 'yung legal officer representative ng Makati... Ang sabi kasi is pag-uusapan nila 'yung mga legal matters," Rapiz said.

A heated exchange also occurred inside the property.

"Papasok lang kasi sana 'yung officer ng TMO ng Taguig. So parang nagkaroon ng mainit na salita tapos nagtulakan pa," he said.

Atty. Don Camiña, spokesperson for Makati City, expressed dismay over the unanticipated intrusion, emphasizing the need for a more orderly approach. 

He stated, "Hindi po namin alam, bigla na lang po silang pumasok kaya nga nakakalungkot eh. Kung maayos naman sila, kung may mga papel naman sila malakas ang loob nila na sa tingin nila nasa tama po sila, hindi naman kailangan ganyan 'yung approach."

Camiña reiterated Makati's stance, emphasizing the city's ownership of the properties in question.

"These are Makati-owned properties. Nabili po ito ng city and makikita naman from the beginning ‘yung possession nasa Makati City po so ito ‘yung pag-aari ng Makati kaya dapat irespeto po ng Taguig itong property namin," he said.

"Ayaw na ayaw nga namin na nagkakagulo dito pero nakikita naman natin pinipilit naman nilang magkagulo," he added.

Camiña also clarified that there is no doubt regarding jurisdiction, as the Supreme Court has already issued a final decision on the matter, specifically concerning jurisdiction over the EMBO barangays. 

"Ang jurisdiction hindi po ibig sabihin nito na ang lahat nito ay pagmamay-ari na nila... Wala kaming question na jurisdiction na nila ‘yang mga ‘yan pero ownership is Makati's," he said.

In a statement, Makati City said that they have submitted an Urgent Motion to Branch 153 of the Regional Trial Court of Taguig in October 2023, seeking a status quo order against Taguig City. 

“This action comes in response to numerous attempts by Taguig to take control of Makati-owned facilities in the 10 EMBO barangays forcefully. These attempts involve trying to access a housing project owned by Makati and seizing various school buildings and health centers in the affected barangays.”

As of writing, the Taguig local government has not issued a statement.
