George Calvelo, ABS CBN News/fileMANILA — With his voiced raised, former President Rodrigo Duterte refused to take responsibility for the death of Kian delos Santos, despite earlier pronouncements taking full responsibility for the drug war.

This was during his face-off with Senate Deputy Minority Leader Risa Hontiveros during the Senate Blue Ribbon Subcommittee investigation into his administration's drug war.

At the onset, Hontiveros called out Duterte for his casual tone throughout the hearing.

"Gusto ko lang pong ipaalala sa ating lahat na seryoso ng usapin nito. At tiwala ako sa chair ng Subcomm na seryoso tayo dito. At hindi ko po na-appreciate ang napaka-kaswal, napaka-casual na mga sagot ni dating presidente tungkol sa patayan. At tumatawa at pumapalakpak pa ang ilang kasama dito sa Session Hall. So siguro pigilin na natin ang nakasanayan natin na normalized at gawing katatawanan ang patayan,” Hontiveros said.

Hontiveros tried to get Duterte to take responsibility for Delos Santos' death.

"Kanina rin sabi niyo maraming mali. So halimbawa si Kian de los Santos, menor de edad, hindi armado, nagmamakaawa, pero pinatay ng mga pulis sa drug war. Do you take responsibility for the death of Kian de los Santos?" Hontiveros asked.

"Walang maniwala na abogado sa akin niyan,” Duterte said." I was referring to the policy na ginawa ko para sa mga pulis."

Duterte said he is responsible for the policies, but not Delos Santos' death.

When Hontiveros tried a similar line of questioning centering on Carl Anthony Nunez, Duterte explained that guilt is personal.

"Hindi, specific ang law. Guilt is personal. Magtanong ka muna ng abogado,” Duterte said. "Magtanong ka muna ngayon before we proceed."

Raising his voice, Duterte said, "Guilt is personal. Hindi mo pwedeng ipasa sa iba yan!"

Duterte later reiterated that he cannot assume responsibility for specific crimes.

"Hindi pwede ‘yan. At saka, kung sabihin ko I will take full responsibility, magdating tayo sa korte, (raises voice) hindi naman tatanggapin yan!" Duterte said in a raised his voice.

Hontiveros called him out.

"Well, Mr. Chair, and if the resource person could keep his volume and pitch to a normal level,” Hontiveros said.
