Jonathan Cellona, ABS-CBN NewsMANILA -- The Department of Justice said it will initiate preliminary investigation and case buildup once the House of Representatives Quad Committee refers its committee report to the department. 

Asked for a comment on the statements of resource persons during the Quad Comm hearings on killings during the Duterte administration in connection with the war on drugs, DOJ Undersecretary Raul Vasquez said the department will act as soon as they receive the documents from the House. 

“We will initiate the preliminary investigation and case build up once Congress refers its committee report together with the affidavits or when somebody files a complaint against those responsible. Here, it could be the police or private complainants. There must be an initiatory process,” Vasquez said.

In her affidavit, retired police official Royina Garma disclosed key details about the roles of former President Rodrigo Duterte and Sen. Christopher “Bong” Go in overseeing anti-drug operations.

She confirmed the assembly of a national task force patterned after the “Davao Model,” which provided police with financial rewards for killing drug suspects, funding for planned operations, and reimbursement for operational expenses.

Garma also bared that former Tanauan, Batangas Mayor Antonio Halili was assassinated by a team that included police officers.

She said that a certain Major Albotra from Region 7 was boasting about killing Halili.

Garma also said there are cases of drug-related killings that are passed off as legitimate police operations.
