MANILA - A total of 31 areas were placed under Tropical Cyclone Warning Signal No. 1 Friday, hours before tropical depression Usman's expected landfall in Eastern Samar, state weather bureau PAGASA said.

As of 10 a.m., Usman was spotted 230 kilometers east of Guiuan, Eastern Samar with maximum sustained winds of up to 55 kph and gustiness of up to 65 kph, PAGASA said.

Usman may intensify into a tropical storm before hitting land over Eastern Samar Friday night, senior weather specialist Chris Perez said.

"Napakalawak na dala nitong kaulapan. Ito ang inaasahang magdudulot o makakaapekto sa weather," Perez said.

(The cloudiness it brings covers a wide area. This is what is expected to affect the weather. 

Usman, the 21st tropical cyclone to enter the country this year, has maintained its course, moving west-northwest at a speed of 10 kph.

VISAYAS

• Eastern Samar
• Northern Samar

• Southern Leyte
• Northern Cebu, including Camotes Islands
• Aklan
• Capiz
• Iloilo
• Guimaras
• Antique
• Northern Negros Occidental

MINDANAO

• Dinagat Island

PAGASA warned of moderate to heavy rains over Visayas, Bicol Region, Mindoro Provinces, Marinduque, Romblon, Aurora and CALABARZON. Flooding and landslides are possible in the said areas. 

The Philippine Coast Guard said some 13,000 passengers were stranded across the country as of Friday morning as sea travel remains risky because of Usman. 

Many were forced to sleep in various terminals, such as in Bacolod and Iloilo, to wait for authorities to lift the travel advisory.

The National Disaster Risk Reduction and Management Council (NDRRMC) estimated that at least 3.7 million people are in Usman's path.

Usman is expected to exit the Philippine area of responsibility (PAR) between Sunday evening, Dec. 30, and Monday morning, Dec. 31. - with reports from Ron Lopez and Bettina Magsaysay, ABS-CBN News
