Tropical depression Usman enters PAR; landfall seen on Friday

MANILA — (UPDATED) Tropical Depression Usman has entered the Philippine Area of Responsibility, state weather bureau PAGASA said Tuesday.

At 3 p.m., Usman was spotted 955 kilometers east of Hinatuan town, Surigao del Sur, packing winds of 45 kilometers per hour near the center and gustiness of up to 60 km/h, PAGASA said.

As of 11 p.m. the storm has slowed down but maintained its strength. Usman is forecast to be 575 km east northeast of Hinatuan town, Surigao del Sur by Wednesday night, December 26.

The weather bureau said it may raise storm signal no. 1 over provinces in the Eastern Visayas and northern Caraga regions Wednesday night or Thursday morning, December 27.

Moderate to heavy rains caused by Usman will be felt over Eastern Visayas, Surigao del Norte and Dinagat islands on Wednesday night or Thursday morning.

Residents there, especially those living near rivers, coasts as well as mountainous areas, are advised against possible flooding and landslides.

"Possible disruption in maritime travel should be expected in these areas," PAGASA said.

Usman may further intensify into a tropical storm and make landfall in Eastern Samar on December 28, Friday.

It could exit the PAR on Sunday night (Dec. 30) or Monday early morning (Dec. 31).

Meanwhile, the northeast monsoon (amihan) is affecting extreme Northern Luzon.

Because of this, Batanes and the Babuyan group of islands are forecast to have cloudy skies with light rains.

The Ilocos region, meanwhile, is expected to have partly cloudy to cloudy skies with isolated light rains.

Metro Manila and the rest of the country are expected to have partly cloudy to cloudy skies with isolated rainshowers.

Earlier, PAGASA said the low pressure area off Palawan, which brought rains to Luzon over the past few days, has already left PAR.
