MANILA - The country's strongest storm so far this year left 13 people dead and at least 34 injured as it devastated southern Luzon and Visayas, the National Disaster Risk Reduction and Management Council (NDRRMC) said Thursday.

In its 6 a.m. report, the NDRRMC said Tisoy claimed 7 lives in Mimaropa, 4 in Eastern Visayas, and 2 in Calabarzon.

The typhoon's fierce winds tore roofs off 8,700 homes and forced some 95,000 families to flee their residences, disaster officials said.

It also caused some P811 million in agricultural damage. The Bicol region bore the brunt of Tisoy's wrath with damage to crops pegged at P655 million, NDRRMC figures showed.

Tisoy left the Philippine area of responsibility as a tropical depression Thursday morning, the state weather bureau said.

In its 11 a.m. advisory, PAGASA said Tisoy was last spotted 705 kilometers west northwest of Coron, Palawan, moving west at 15 kms per hour and packing maximum winds of 55 kph with gusts of up to 70 kph.

Tisoy as a typhoon tore through Luzon on Tuesday, disrupting the country's hosting of the Southeast Asian Games and forcing the shutdown of Manila's airport.

The tail-end of a cold front will, meanwhile, bring occasional to frequent heavy rains over Cagayan Valley, Ilocos Norte, and Aurora, the agency said.

Intermittent heavy rains will prevail over northern Quezon and the rest of the Cordilleras, it added.

PAGASA said the low-pressure area it was monitoring outside PAR may dissipate or enter the country within 24 hours. It was last estimated 2,515 kms east of Hinatuan, Surigao del Sur as of 8 a.m., it added.
