'Warning,' not detention for those caught vaping in public: police

MANILA -- Those caught vaping in public will be given a "warning" and will not be detained, a spokesman for the Philippine National Police said Thursday, as authorities implemented President Rodrigo Duterte's ban on heated tobacco.

Violators will be released immediately after their offense is recorded in a police blotter, Brig. Gen. Bernard Banac told DZMM. Fines will depend on local ordinances, he said.

“Wala namang detention or jail time, kaagad naman na sila ay palalayain. Ito ay magsisilbi lamang na babala sa lahat ng mga vape users na ilagay sa tamang lugar ang paggamit nito na hindi nakakaaabala sa ating mga kababayan,” Banac said.

(There will be no detention or jail time. They will be immediately released. This will serve as a warning to vape in the right places without being an annoyance to other citizens)

President Rodrigo Duterte on Tuesday ordered the ban on the use of “toxic” vaping devices in public and the "arrest" of violators.

An Executive Order to back the pronouncement is expected to be released soon, Banac said.

The existing EO No. 26, which aims to establish a smoke-free environment in public places, will be the police’s guideline in imposing Duterte’s order. Vaping devices or e-cigarettes emit more smoke compared to traditional cigarettes, Banac said.
