Mayor Isko consults Lacson on curbing police extortion, corruption in Manila

TAGAYTAY CITY - Manila Mayor Isko Moreno on Friday sought advice from Sen. Panfilo Lacson on how to curb police extortion and corruption in the capital amid the local chief executive's push to restore good governance in the city.

The former police chief-turned-lawmaker told Moreno to create a "highly-trained" police task force and to enforce intelligence and counter-intelligence operations in Manila, Moreno's chief of staff Cesar Chavez told ABS-CBN News.

"The mayor was receptive and thankful for the recommendations," he said.

The Manila Mayor committed to open the first Philippine Drug Enforcement Agency (PDEA) office inside City Hall, he said.

Lacson, in a separate interview with Senate reporters, said he also gave Moreno an idea on "disciplinary mechanisms" the mayor could use against erring police.

"Ang isang problema niya kasi internal cleansing at paano niya talaga matitigil 'yung kotong," Lacson said, but declined to enumerate the tips he shared with the Moreno.

(One of his problems is internal cleansing and how he could stop extortion.)

Lacson said the mayor should also be careful with people who try to penetrate his inner circle, he said.

"Street smart si Isko. Ang ginagawa niya ngayon, very effective sa Manila," the senator said of the mayor who grew up in the slums and has drawn applause for his cleanup efforts in Manila. 

(Isko is street smart. What he's doing now in Manila is very effective.)

"Sabi ko ang pinakamahirap lang diyan pag naligaw ka."

(I told him the hardest part is when you lose your way.)

Posting a photo of him with the senator, Moreno wrote on Facebook that he was thankful for Lacson's counsel. 

"Maraming salamat po kay Senator Ping Lacson na aking lubos na iginagalang at hinahangaan. Marami po akong natutunan sa inyo ngayong gabi tungkol sa police operation, anti-kotong, effective law enforcement, and anti-criminality campaign na tiyak na pakikinabangan ng mga taga Maynila," he said.
