In an advisory released in time for the harvest season, the DPWH said that drying farm produce on national roads is "totally banned in order to safeguard the motorists from any untoward incident."

Those violating the regulation risk a fine of P1,000 and imprisonment of up to 6 months, the agency said, citing Presidential Decree No. 17, which revised the Philippine Highway Act of 1953.
