MANILA (UPDATE) - Tropical depression Quiel entered the Philippine area of responsibility on Tuesday morning, the state weather bureau said.

Quiel, the 17th storm to enter the country this year, was last seen 540 kilometers west southwest of Iba, Zambales as of 10 a.m. Tuesday, PAGASA said.

The weather disturbance is unlikely to make landfall as it moved east northeast at 10 km per hour while packing maximum winds of 45 kph and gusts of up to 55 kph, it added.

Quiel and the frontal system, the boundary between air masses with different temperatures, will bring moderate to occasional heavy rains over Northern Luzon, Zambales, and Bataan, PAGASA said.

Palawan and Mindoro provinces will, meanwhile, experience scattered rains and thunderstorms.

Quiel is expected to intensify into a tropical storm within 24 hours, while it is forecast to exit PAR on Saturday.

The weather bureau warned the public that sea travel is risky, especially for small seacraft, over the northern and western seaboards of Northern Luzon and the western seaboard of Southern Luzon.

PAGASA said Typhoon Halong, which packs 155 kph winds and 190 kph gusts, was unlikely to enter the country.
