MANILA (UPDATE) - Sen. Panfilo Lacson on Thursday sued former Bureau of Customs Commissioner Nicanor Faeldon for economic sabotage, graft, and grave misconduct before the Office of the Ombudsman for allegedly allowing rice smuggling in Cagayan De Oro City earlier this year.

In his complaint, Lacson said Faeldon and several other individuals should be held liable for allegedly conspiring to smuggle rice shipments without the timely payment of necessary customs taxes and for allegedly allowing the use of fake import permits.

Lacson said that on March 9, a shipment of 21,800 bags of Vietnamese long grain white rice valued at $370,000 and consigned to Cebu Lite Trading Inc. (CLTI) entered the Cagayan De Oro port.

Lacson said the government “was deprived of the use and benefit of the abandoned shipment valued at $680,000 or P34,043,520, computed based on the prevailing exchange rate of P50.064 to $1."

Charged along with Faeldon were Jason Laureano Aquino of the National Food Authority, Tomas Alcid of the Port of Cagayan De Oro City, Geniefelle Lagmay of the Office of the Customs Commissioner, and Filomena Lim, Lucio Roger Lim, Rowena Lim, Joselito Lopez, Josephine Rizalde and Ambrosio Ursal Jr.

Lacson had earlier accused Faeldon of receiving P100 million as a welcome gift from brokers during his time at the Bureau of Customs.

Faeldon denied Lacson's corruption allegations and claimed that the lawmaker's exposé was because he and his men were closing in on the legislator's son Panfilo "Pampi" Lacson Jr., who he tagged in cement smuggling.
