Election laws only recognize an individual as a candidate at the start of the campaign period, not at the filing of the COC, and there is also none that would prevent government officials from premature campaigning, said former Comelec Commissioner Gregorio Larrazabal.

"If they don't want the billboards, they can issue a directive to pull it down. That's the first step, there's several steps that have to be done here. We have to give the benefit of the doubt to these officials," he told ANC's Early Edition.
