MANILA- President Rodrigo Duterte ran late for his fourth State of the Nation Address on Monday.

Duterte was still at the Bahay ng Pagbabago in Malacañang as of 4:20 p.m., according to Presidential Security Group spokesperson Capt. Zeerah Blanche Lucrecia.

The chief executive was supposed to deliver his annual address at 4 p.m. at the Batasan Pambansa Complex.

Duterte earlier said he would use his fourth address to “educate” critics on the South China Sea after he earned flak for his pronouncement that Chinese fishermen can venture into Manila’s waters.
